I agree, with some extras. The lower ring looks like the ring for lanterns used on ships. To prevent to much swinging. More pictures would show how the reflector works with the bail.
Very interesting. Definitely a copy of an early Optimus 200, or maybe an early Petromax 821 but going by the pump I'd say it was an Optimus they were looking at. I love the box.
I'm a bit surprised that this lantern was found on the West Coast of the United States. I think the content regarding this lantern which I contributed to "light international" in 2003 might be helpful. Please see the attached images.
Those were the days when the original Grumpy Old Man and much missed Late John Claypole published LI. Most of the info on Japanese lamps I have came from Shinzo and that article pretty well covers it all. Great to see it again and remember. ::Neil::

Why surprise , the West coast, California, Oregon, Washington has been the center of Asian immigration, Chinese, Japanese , Korean - for a hundred years. We have a Japan town in my city here in California.
