This is an early AL21 with a signalling device attached to the front. These were used by the Irish Coastal Rescue service on their "Rocket Carts". These were a horse drawn cart with breechers boy equipment for rescuing sailors in trouble on the west coast and each cart had a Tilley signalling lamp as part of the equipment. The initial rope was shot over a distressed ship with a rocket hence Rocket Carts. The signaling plate was made in Birmingham not by Tilley and the frame to attach this plate to the front of the lamp was made up by the local blacksmith for each cart so they tend to be all slightly different. I acquired this device from a guy in Ireland who was restoring one of the carts and wanted some help with restoring an AL21. He some time later found me a spare signal plate and had an attachment made up in the same way as the originals. There are a very few of these in Ireland and as far as we know all are with the few of these Rocket carts which are beng restored.
