This lamp was designed to inspect overhead objects such as electric cables, railway tunnel roofs etc. To enable this, the reflector can be tilted backwards through almost 90 degrees. Light output was a claimed 4000 cp reflected. These seem to be quite scarce lamps and rarely appear on eBay - this is the only one I've seen there. It's been stripped and partially repainted (not by me!) in incorrect colours. I think it ought to be painted in Tilley gold - is that correct..?
