Radius 119 (Fotogenlykta tillhör telegrafverket)

Radius 119 with words "Fotogenlykta tillhor telegrafverket" on fule tank.

I think it was used by the Swedish telecom authority? Does anyone know any other information?

That's correct. The Royal Telegraph company. It was an authority of the state.
They handled all tele communication from the middle of the 19th century up to not so long ago.
The nameTelegrafverket was shortened to Televerket in 1953 on its 100-year anniversary.
