From memory, the top of the legs are hammered over to secure the top ring, very careful work with a file to remove the burr and solder to secure after
That is correct. You may be able to remake the rivet head again but it is tricky. As the top ring also prevents the bail from coming off, it needs to be secure. Not a great design in that respect.
