Would it be safe to use an R22 with tank soldered in two largish areas. I assume the tank is made from steel?

Hello Jean, I have checked the tank on my example with a magnet and it is made from steel.
I would pressure test the tank and submerge it in water and if there are any leaks then you will see air bubbles, as the tank has already failed in a couple of places it may fail in other places too.
Sealing the inside of the tank with tank sealer would not hurt it.

As long as the repair is sound, yes.
Sit it in a stainless tray for belt and braces though.... (I do this with them anyway, just in case it relieves itself when I leave the room).
    Alec.
