Could be, Al, but it's not easy to know from the single pic. He could have drilled the tank and then found that wouldn't work - hence the cable route we see in the listing. Who knows...

As a qualified Electrician these things are deadly at mains voltages !!! No globe guards + tipped over reach for it in the dark ??? No earth on frame or double insulation + short to frame = live lamp body??? No bush or grommet to prevent cable cut where it passes through sharp edges (same as above)

I think there is one visible on the bulbholder in a couple of the photos but it's questionable how effective that will be and, as you say, nothing apparent on the blowlamp itself. Basically, it's sh!te...
Deadly all the same, but I'm glad that our typical mains voltage over here is 120V instead of your 240V. I do have 240V appliances (plasma cutter, pumps, etc), but they are all well insulated and grounded.
If seller had drilled a hole in the tank just under the carrier-handle and used a golden wire , then it would have more pleasing for his eyes I think.
