Looks like insert of Bakelite knob minus Bakelite, To remove put leather round shaft to prevent scoring and grip with pliers and do same with knob and unscrew.
It's not the first one I've seen like this, can't recall if I've got one or just seen one, but they are definitely around. One example is on Neil's Al16 Tilley AL16
I've seen a few like this over the years. Tilley did seem to have some odd knobs they used from time-to-time beyond the brass disc and bakelite barrel types...
I think you are looking at the brass insert that the Bakelite knob is moldered around. To remove the knob in order to repack the gland you need to be able to grip the 1/8" shaft without marring the surface. The only way I found to do this effectively is to two pieces of 3/16" (3mm) square aluminium, clamp them together and drill a 1/8" hole at the joint and then file about 0.2mm off the face with the semicircular hole and use ViseGrips to clamp these to the shaft. You can then remove the knob. I have found, so far, that the knob will unscrew using only your fingers. I have attached some images by way of further explanation.
