This part of the valve won't come off. I also removed the gasket inside. But it won't budge. Can it be rotated? Can you tell me a way to remove it? If there is a broken part, it would be helpful if you could post a picture of what it looks like. Is it attached with a thread?

    thank you

I think that there should be a Graphite packing inside the bushing which has hardened and needs to be removed, before the shaft of the needle valve comes out. The function of that packing is to prevent fuel from leaking at the bushing.
I always removed these graphite packings piece by piece, carefully scraping them off with a thin screwdriver. As a replacement, I use Teflon tape, which has to be compressed quite heavily to ensure a tight seal.
