Bang goes a lot of theories... but very diverting .. thanks for posting.

 

Sinkers for testing the sea bed were used, but they had a cavity in the bottom end for the putty, this odd lead item does not and my elderly relative realised that, so it was only a guess.

It's possible that this odd item may remain a mystery.

 

Says who? - two sets of inconclusive best guesses cut no mustard anywhere...
