Do you have wood fence? Find a gap between two, insert the valve and turn the fount. For the lever get a set of pliers and apply heat with a torch to the location where packing material is located then pull. This is how I do
I don't have a wood fence unfortunately, I'm thinking of buying a vice just for this. It seems like it requires a extreme amount of torque to remove it, I've been told it's cemented in place. I plan on getting a blow torch in 2 days for the removal. So there's a packing tube where the lever thing is? How do I go about removing it, I can't even see it
For the lever, if it doesn't leak, just leave it in place. Unless there is a problem with it, it is not worth the effort to get out.

It takes a lot of force to remove and you run a good chance of damaging it. A vice is the easiest way to remove the valve, otherwise work out a way to clamp the valve to the bench.
